You need to check to see if you have power at the switches, and then check the switches themselves. I guess you have power windows also, they both attach to the main wiring harness with a single plug under the dash by the steering column, it has a large pink wire and a black? one I think. One is hot key on, other is hot all the time(for locks). Once I get back to my desk, I'll look at my wiring diagram and let you know some more. (I'm in a training class right now.....FUN... FUN...FUN)
Couldn't find my door lock/windows image file, I'll have to look at my manual tonight. Just check all the wires with a 12 volt light or meter and you should have one hot at the switch, and one of the two going to each actuator should be hot when the switch is pushed one way, the other hot when pushed the other way. Hopefully you can isolate the problem. Did you test the actuators with a 12 volt source before you replaced them?
Good luck

Sorry, I finally remembered to look at my manual this morning. It shows a 30A in line circuit breaker on the black/white line supplying power to the locks. The black/white wire is in the connector with the pink wire for the windows. I didn't see it on my car when I installed my power locks & windows, so it is probably somewhere under the dash in the wiring harness. If you do not have power at the black/white line to the locks, then the circuit breaker is probably bad. If the black/white wire does have power, then it has to be in the switches or the wiring, possibly the ground? The lock system is self contained and only connects to the car power at the black/white wire, so if there are any problems with it, it can be isolated pretty easily. Did you test the old and new actuators to make sure they work or don't work? Test everything I mentioned and you should be able to find the problem.
