Timing on a blower car?

Trying to decide where to run the timing on my friends blown 306, he has a BTM to pull timing out. Running 13pds of boost.

set the base timing at 11^-12^ and put the BTM on 1/2^ if running nothing BUT 93 octane if this is an 87-93 (A9L, A9P, A3M, etc)...

Yep that's a good safe starting point at 22-23 degrees total timing. Lot of factors might allow more or less total timing though.
